EU Draft Rules Aim to Modernize Vehicle Diagnostics & Repair Data Access
The European Union has released a new draft regulation, G/TBT/N/EU/1166, introducing updated rules on access to vehicles’ on-board diagnostics (OBD) and repair and maintenance information (RMI). The proposal seeks to ensure fair, secure, and standardized access to diagnostic data for all market players — not just vehicle manufacturers.
Draft Regulation Covers:
The draft updates current frameworks so independent repairers can access the same diagnostics and repair information as original manufacturers. This includes data from vehicles equipped with advanced driver-assistance technologies, battery systems, digital controls, and software-driven architectures.
It also outlines how OBD and RMI information must be shared securely, balancing fair competition with strong cybersecurity protections.
Importance of the Proposal
The proposal could significantly reshape data-access rights across the automotive ecosystem:
• Suppliers/exporters to the EU may need to align product designs, documentation, and data-sharing processes with the new standards.
• Repair and maintenance providers may gain broader access to repair data, enabling more competitive servicing options.
• Manufacturers will need to comply with new access, transparency, and security requirements.
Timeline & Consultation
The EU plans to adopt the regulation by January 2026. Once published in the EU Official Journal, it will take effect roughly 20 days later, though some elements may include phased implementation.
A public consultation window is open for feedback from manufacturers, suppliers, exporters, and repair-service providers until 2 January 2026.
Recommended Actions for Industry
Industry stakeholders are advised to:
• Review vehicle components and software architectures to assess OBD/RMI access implications.
• Align supply-chain and export documentation with emerging EU compliance requirements.
• Prepare to request OBD/RMI access under the new rules while meeting cybersecurity standards.
• Monitor regulatory updates, deadlines, and transition periods.
