Brazil is adopting a comprehensive update to its chemical classification and labeling system under GHS, aligning with the 7th Revised Edition of the UN GHS Purple Book. The new standard replaces four separate norms with a unified format and introduces significant changes to hazard classification, labeling, and SDS requirements.
Key Changes
• Integrated Standard: Consolidates classification, labeling, SDS, and terminology into one document for simplified compliance.
• Terminology: Safety Data Sheet acronym changes from FISPQ to FDS (Ficha com Dados de Segurança).
• Expanded Hazard Classes:
o New class for desensitized explosives
o Updated flammable gases categories (e.g., 1A, 1B, pyrophoric gases)
o New hazard category for hazardous to the ozone layer
• Labeling Updates:
o Optional inclusion of QR codes linking to SDS (especially for small containers)
o Labels must show a 24/7 emergency contact number valid within Brazil
o SDS reference on labels now optional
• SDS Section
Revisions
o Section 1: Mandatory local emergency contact number
o Section 9: Data on particle size and shape required
o Enhanced hazard classification and transparency, including optional chemical identity disclosure
Compliance Actions
• Review and update SDS and labels according to ABNT NBR 14725:2023 requirements.
• Replace FISPQ with FDS terminology across documentation.
• Establish 24/7 emergency contact numbers based in Brazil.
• Implement QR codes on labels where applicable, particularly for small packaging.
• Exporters and foreign companies supplying the Brazilian market must ensure timely adaptation to avoid disruptions.
Transition Period
• Two-year transition from July 2023 to July 4, 2025 to achieve full compliance.
