China has announced a ban on hydrochlorofluorocarbons (HCFCs) in industrial cleaning, advancing environmental protection goals. The Ministry of Ecology and Environment (MEE) released the regulation on 9 December 2025, with enforcement starting 1 July 2026.

Background: China’s Commitment to Ozone Protection

China has been gradually phasing out ozone-depleting substances (ODS) under the Montreal Protocol, previously eliminating CFCs, halons, and methyl bromide. The HCFC ban targets cleaning agents still in use in sectors such as electronics, metal processing, and industrial solvent applications. .

Scope of the HCFC Ban

The regulation prohibits:

  • All HCFCs and HCFC-containing mixtures used for industrial cleaning
  • Cleaning processes removing grease, adhesives, carbon deposits, paint, ink, or dust
  • Certain medical device cleaning products already addressed in MEE Announcement No. 29 of 2023

It aligns with national standards, including GB 38508 2020, covering VOC limits in cleaning agents.

The ban mainly impacts:

  • Medical device cleaning
  • Metal cleaning and surface preparation
  • Electronics component cleaning
  • Industrial solvent formulation

Although HCFC use in these sectors is limited, the phase-out signals a strong regulatory push toward sustainable chemical management.

Availability of Alternatives

Several HCFC-free substitutes are available:

  • Hydrocarbons
  • Chlorinated hydrocarbons
  • Hydro fluoro ethers
  • Fluorinated olefins

These alternatives are technically feasible and economically viable, enabling a smooth transition before July 2026.

Compliance and Enforcement

Local ecological and environmental authorities will monitor adherence to the HCFC ban. Non-compliance after 1 July 2026 may result in penalties under Chinese environmental law, reinforcing China’s commitment to green, low-carbon development.
