Beijing, China — The National Certification and Accreditation Administration (CNCA), in coordination with the State Administration for Market Regulation and MIIT, issued Announcement No. 44 of 2025, clarifying the application of RoHS conformity assessment standards for electrical and electronic products.

The update defines the transition timeline, applicable standards, and testing methods through 2027, helping manufacturers and importers maintain compliance while aligning with the latest hazardous substance limits.

Background of the Update

China’s RoHS system regulates hazardous substances in electrical and electronic products to protect human health and the environment. Multiple versions of the standard exist:

  • GB/T 26572 2011
  • GB/T 26572 2011 with Amendment No. 1
  • GB 26572 2025 (latest version)

Announcement No. 44 clarifies which standards apply during the transition, ensuring consistent compliance across the industry.

Transition Timeline

  • Until 31 December 2025: Assessments may use GB/T 26572 2011, GB/T 26572 2011 + Amendment 1, or GB 26572 2025
  • 1 January 2026 – 31 July 2027: Assessments must follow GB/T 26572 2011 + Amendment 1 or GB 26572 2025
  • From 1 August 2027: GB 26572 2025 becomes the sole standard

The phased timeline gives manufacturers and importers sufficient time to transition smoothly.

Requirements for Existing Products

  • From 1 January 2026: Products assessed under GB/T 26572 2011 must complete conformity reassessment by 1 January 2027 using updated standards
  • From 1 August 2027: Products assessed under GB/T 26572 2011 + Amendment 1 can transition to GB 26572 2025 through routine updates or product changes

This ensures continued market access while aligning with updated RoHS requirements.

Testing Methods

RoHS conformity testing must follow the GB/T 39560 series standards, which detail procedures for detecting hazardous substances. This ensures consistent and reliable assessment across laboratories and manufacturers.

Implications for Industry

Manufacturers, importers, and conformity assessment bodies should:

  • Review current RoHS assessment processes and plan transitions
  • Prepare for broader adoption of GB 26572 2025
  • Align testing with GB/T 39560 series methods

Early compliance planning helps avoid regulatory risks and ensures uninterrupted market access in China.

CNCA’s Announcement No. 44 of 2025 provides a structured roadmap for RoHS conformity assessment through 2027. By clarifying timelines, applicable standards, and testing requirements, China ensures safer, compliant electronics while supporting industry in transitioning to updated hazardous substance limits.
