Japan has announced a major update to its Japanese Industrial Standards (JIS) for chemical classification and hazard communication, aligning them with the ninth revised edition (2021) of the UN Globally Harmonized System (GHS).
The revised standards were published for public reference by the Japanese Standards Association (JSA) on December 25, 2025, marking a significant step toward international harmonisation of chemical safety regulations.
Revised JIS Z 7252:2025 – Chemical Classification Rules
The updated JIS Z 7252:2025 standard establishes detailed rules for the classification of chemical substances and mixtures based on GHS criteria, covering:
- Physical hazards
- Health hazards
- Environmental hazards
The revision clarifies classification procedures, data quality requirements, mixture rules, and bridging principles. It replaces JIS Z 7252:2019 and represents the third major update since the standard was first introduced in 2009.
Updated JIS Z 7253:2025 – Labels and Safety Data Sheets
JIS Z 7253:2025 focuses on hazard communication requirements, including:
- GHS-compliant labels
- Workplace labelling
- Safety Data Sheets (SDS)
The revised standard specifies the structure, content, and preparation methods for labels and SDSs to ensure consistent and effective communication of chemical hazards. It replaces JIS Z 7253:2019, which had been in force since 2019.
Alignment With UN GHS Rev. 9
Both revised standards are fully aligned with UN GHS Revision 9 (2021), supporting global consistency in chemical classification and hazard communication. This alignment helps multinational companies streamline compliance across jurisdictions.
Transition Period and Mandatory Enforcement
A five-year transition period has been established to allow industry stakeholders sufficient time to update internal systems, classifications, labels, and SDS documentation.
- Current standards valid until: December 24, 2030
- Mandatory compliance date: December 25, 2030
Until then, companies may continue to apply the 2019 editions of the standards.

Chemical manufacturers, importers, and downstream users operating in Japan should begin preparations early by:
- Reviewing chemical classifications against updated GHS criteria
