Commission Implementing Decision (EU) 2026/2015 of 4 September 2026 amends and repeals Implementing Decision (EU) 2023/1586 on harmonised standards for machinery. It entered into force on 7 September 2026.
What Changed in the Harmonised Standards for Machinery
The decision updates the list of harmonised machinery standards whose references are published in the Official Journal, which give manufacturers a presumption of conformity with the essential health and safety requirements. It is made in support of Directive 2006/42/EC.
EUR-Lex lists 19 January 2027 as the end date of the decision, the day before Regulation (EU) 2023/1230 starts to apply on 20 January 2027.
The decision adds new references to Annex I of Implementing Decision (EU) 2023/1586. Part Two gains four general standards covering sound power measurement, positioning of safeguards, guard interlocking devices and functional safety of safety-related control systems. Part Three gains product-specific standards for equipment including lifts, palletising machinery, industrial trucks, industrial robots and robot cells, agricultural and autonomous machinery, press brakes, cranes, woodworking machinery, generating sets, refrigerating systems, commercial food equipment, additive manufacturing machines, and hand-held and garden power tools.
What’s New
- New references are added to Implementing Decision (EU) 2023/1586, which remains the operative list until its repeal on 20 January 2027. Existing references are not expressly deleted.
- The decision entered into force on 7 September 2026 and runs to 19 January 2027, ahead of the Machinery Regulation applying from 20 January 2027.
- Industrial robots and robot applications: EN ISO 10218-1:2025 and EN ISO 10218-2:2025.
- Agricultural machinery: the EN ISO 18497 series for partially automated and autonomous machines.
- Additive manufacturing: EN ISO/ASTM 52938-1:2025 for laser-based powder bed fusion machines.
- Corrections are reflected for EN 13155:2020+A1:2025 (non-fixed lifting attachments) and EN 14439:2025 (tower cranes).
Key Dates & Timeline
Who and What Is in Scope
Industries: Machinery and industrial equipment · Automotive components · Tooling and plant equipment · Heavy duty vehicles
Who is affected: Machinery manufacturers, importers and authorised representatives; notified bodies; automotive plant, tooling and production-equipment suppliers who rely on harmonised standards for conformity.
Products and standards in scope: Harmonised standards for machinery referenced in the Official Journal under the Machinery Directive.
Requirements and restrictions: Using a listed harmonised standard gives a presumption of conformity with the essential health and safety requirements. There is no numeric threshold.
What Companies Should Do
- Compare the standards you apply to machinery against the updated list and note any that were withdrawn or replaced.
- Plan the move to Regulation (EU) 2023/1230, which applies from 20 January 2027.
- Check technical files and declarations of conformity that cite standards from the earlier list.
The updated standards list is a short-lived stepping stone before the Machinery Regulation applies on 20 January 2027. Manufacturers should refresh technical files now and plan their transition.
