China has classified 4-piperidone and 1-Boc-4-piperidone as Category II precursor chemicals under national drug control laws. These substances are key precursors in the synthesis of fentanyl and other opioids. The new controls aim to curb illegal drug manufacturing and align with international drug control conventions.

Key Regulatory Requirements

Companies involved in production, use, transport, import, or export must:

• Obtain specific licenses for handling these chemicals
• Implement inventory tracking and reporting systems
• Secure permits for import/export and transportation activities

Enforcement

A multi-agency approach involves coordination between:

• Ministry of Public Security
• Ministry of Industry and Information Technology (MIIT)
• Ministry of Commerce
• Customs Authorities
• National Medical Products Administration (NMPA)
• National Narcotics Control Commission

Actions for Industry

To prepare for compliance before July 20, 2025:

• Conduct a thorough chemical inventory audit for these substances
• Begin permit and license applications immediately
• Review and update transport, storage, and safety protocols
• Train staff on new regulatory obligations and reporting requirements
