Taiwan’s Ministry of Environment (MoE) published official hazard assessment templates for four Priority Existing Chemical (PEC) substances:

• Antimony trioxide (CAS No. 1309-64-4)
• Sulfuric acid (CAS No. 7664-93-9)
• Toluene (CAS No. 108-88-3)
• Zinc oxide (CAS No. 1314-13-2)

Purpose: These templates help companies simplify compliance and reduce administrative burdens by allowing direct submission without the need for additional documentation—if the registrant agrees with the template content.

Key Compliance Deadlines

• Optional use of templates: Companies may submit the templates as-is.
• Independent hazard assessment:

o Complete a confirmation survey by December 31, 2025.
o Submit a full hazard assessment report by December 31, 2026.

Exposure Assessment Requirements

All registrants must provide updated or supplementary information on exposure related to:

• Manufacturing processes
• Uses
• Exposure scenarios

No quantitative exposure or risk characterization is required at this stage.

Government Support

• Official notifications and alerts will be sent to registrants.
• Explanatory sessions will be held to guide compliance.
• Templates and detailed instructions are available for download on the MoE website.

Recommended Actions for Businesses

• Download and review the templates from the Ministry of Environment’s official site.
• Decide whether to use the templates or conduct your own hazard assessment.
• Complete the confirmation survey by the end of 2025 if choosing an independent assessment.
• Submit full hazard and exposure reports by the end of 2026.
• Stay engaged with MoE updates and participate in explanatory sessions.
