Vietnam will implement a new roadmap for national vehicle emission standards starting 1 March 2026, formalized under Decision No. 43/2025/QĐ TTg  signed by Deputy Prime Minister Tran Hong Ha. The initiative aims to curb exhaust emissions and improve air quality nationwide.

Objectives of the New Standards

The updated emission regulations are designed to:

  • Reduce nationwide air pollution
  • Improve public health and safety
  • Align Vietnam’s vehicle emission standards with global best practices

These regulations apply to all motor vehicles on public roads, including passenger cars and commercial vehicles.

Emission Levels by Vehicle Year

Vehicles will be grouped by year of manufacture with corresponding emission levels:

  • Before 1999: Euro 1 (Level 1) from 1 March 2026
  • 1999–2016: Euro 2 (Level 2) from 1 March 2026
  • 2017–2021: Euro 3 (Level 3) from 1 March 2026
  • From 2022: Euro 4 (Level 4) from 1 March 2026

Hanoi and Ho Chi Minh City Specifics:

  • 2017–2021 vehicles: Euro 4 from 1 January 2027
  • 2022 and newer vehicles: Euro 5 by 1 January 2032

This phased approach allows gradual compliance while improving air quality over time.

Mandatory Emission Testing

From 1 March 2026, all vehicles must pass emission inspections. Vehicles failing the applicable emission level must undergo repair or modification. Major cities are preparing inspection centers and upgraded equipment to support compliance.

The roadmap contributes to:

  • Reduction of particulate matter and harmful pollutants
  • Cleaner urban air in major cities
  • Promotion of sustainable transport policies in Vietnam

Stricter standards for older vehicles will gradually lower pollution levels and improve public health outcomes.
