Official release14 September 2026StatusAmendmentJurisdictionEuropePriorityMonitor

The Commission adopted a Delegated Regulation updating Annex I to Regulation (EU) 2021/821, the EU dual-use export control list, reflecting decisions in the multilateral export control regimes. The list now captures items increasingly common in automotive electrification and advanced manufacturing.

What Changed in the Dual-Use Export Control List

New or amended entries include semiconductor manufacturing equipment, advanced computing integrated circuits, ceramic matrix composites, rotary encoders, additive manufacturing equipment, chemical vapour deposition equipment for silicon carbide fibres and gas turbine engine technology, alongside changes to control parameters and technical definitions.

The act is subject to a two-month scrutiny period by the European Parliament and Council before publication in the Official Journal and entry into force. The Commission reference cited in the supporting documents is C(2026)6323.

What’s New

  • New or amended entries for semiconductor manufacturing equipment, advanced computing ICs, ceramic matrix composites, rotary encoders, additive manufacturing equipment, CVD equipment for silicon carbide fibres and gas turbine engine technology.
  • Changes to control parameters and technical definitions across existing entries.
  • Items such as advanced computing ICs, SiC fibre CVD equipment, additive manufacturing equipment and rotary encoders, previously outside the control list, now fall under it.

Who and What Is in Scope

Industries: Automotive electronics and semiconductors · Advanced materials · Additive manufacturing · Powertrain engineering · R&D functions

Who is affected: Export control and trade compliance functions, R&D and tooling teams transferring technology to non-EU affiliates, semiconductor and materials suppliers, and anyone shipping controlled equipment or technical data outside the EU.

Products and standards in scope: Annex I entries of Regulation (EU) 2021/821 for semiconductor manufacturing equipment, advanced computing ICs, ceramic matrix composites, rotary encoders, additive manufacturing equipment, CVD equipment for SiC fibres and gas turbine technology.

Requirements and restrictions: Technical control parameters per Annex I entry. Controlled items and technology need an export authorisation where the entry applies; classification must be rechecked against the new parameters.

What Companies Should Do

  • Screen products, equipment, software and technical data against the new and amended Annex I entries.
  • Reclassify items previously treated as uncontrolled, especially advanced computing ICs, additive manufacturing equipment and rotary encoders.
  • Review technology transfers to non-EU affiliates and R&D partners.
  • Track the scrutiny period and Official Journal publication to confirm the entry-into-force date.
Key Takeaway

The annual list refresh reaches items that are now routine in automotive electrification and advanced manufacturing. Trade compliance teams should reclassify affected products before the amended list enters into force.
