International Agency for Research on Cancer (IARC) has identified the below chemical substance as a Human carcinogen & IARC has published the below CAS number on its website.

1. 1,1,1-trichloroethane (CAS RN 71-55-6)
2. leucomalachite green (CAS RN 129-73-7)

So Office of Environmental Health Hazard Assessment (OEHHA) proposes to list 1,1,1-trichloroethane (CAS RN 71-55-6) & leucomalachite green (CAS RN 129-73-7), as known to the state to cause cancer under the Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65) based on the listing mechanism “Labor Code.” And these substances meet the criteria for listing by this mechanism.

There are 4 ways for a listing chemical in the Proposition 65 list.

1.  Labor Code (LC)
2. State's Qualified Experts (SQE)
3. Authoritative Bodies (AB)
4. Formally Required to be Labeled (FR)

Labor Code (LC)- if IARC identifies chemicals that can cause cancer in humans or laboratory animals then OEHHA lists those chemicals in prop 65 list by referencing Labor Code section 6382(b)(1) or (d) which is called the Labor code mechanism.
