The European Tyre and Rubber Manufacturers’ Association (ETRMA) has formally submitted its response to the European Commission’s consultation on the simplification of the REACH Regulation, advocating for a more coherent and industry-supportive framework.
While reiterating support for REACH’s overarching goals of protecting human health and the environment, ETRMA highlights the pressing need for regulatory clarity, coherence, and predictability to safeguard industrial competitiveness in Europe.
Key Priorities Outlined by ETRMA
In its position paper, ETRMA recommends several reforms to help streamline chemical regulation while maintaining high safety standards:
• Regulatory coherence: Align REACH with both existing and upcoming EU laws to reduce duplication and confusion.
• RMOA framework: Introduce a Regulatory Management Option Analysis to enhance risk management transparency and consistency.
• No polymer registration: Reject proposed extensions of registration requirements to polymers, citing feasibility and resource concerns.
• Authorisation reform: Overhaul the current REACH Authorisation process to improve efficiency and business certainty.
• Fair enforcement: Ensure a level playing field across all EU Member States through uniform enforcement and oversight.
Industry Seeks Proportionate, Predictable Regulation
ETRMA stresses that upcoming reforms must not compromise innovation, investment, or supply chain resilience in the EU. A proportionate approach is needed to support both environmental protection and economic sustainability.
The association continues to support the Commission’s goals but urges greater consideration of industrial realities as REACH evolves.
