ECHA Biocidal Product Fees Updated to Reflect Inflation

On the back of rising consumer prices, the European Commission has adopted Implementing Regulation (EU) 2025/1490, revising the fees payable to the European Chemicals Agency (ECHA) under the Biocidal Products Regulation (EU) No 528/2012.

This amendment, which updates Regulation (EU) No 564/2013, reflects the EU’s annual fee adjustment mechanism linked to inflation and ensures continued financial support for ECHA’s biocides-related activities.

Annual Adjustment Based on Inflation Index

In line with Article 17 of Regulation 564/2013, the Commission adjusts ECHA fees annually using Eurostat’s European Index of Consumer Prices (EICP).

The 2025 fee revision accounts for a 19.5% cumulative increase in consumer prices between 2021 and 2023, marking a substantial uplift that companies must plan for.

The adopted regulation introduces key changes:

• Annexes I and II have been amended to reflect the new fee levels
• Annex III has been completely replaced to align with the updated structure

These revisions aim to ensure cost recovery and operational sustainability for ECHA while keeping the fee system consistent with broader economic realities.

• The regulation enters into force 20 days after publication in the Official Journal of the EU
• New fees apply from 14 August 2025
