India Pushes Back Polypropylene QCO Compliance to April 2026

India has officially postponed the enforcement of its Polypropylene (PP) Quality Control Order, giving manufacturers and importers additional time to meet mandatory certification requirements. On 22 October 2025, the Department of Chemicals and Petrochemicals under the Ministry of Chemicals and Fertilizers issued the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Second Amendment Order, 2025 (S.O. 4779(E)).

Important Change: New Enforcement Date

The amendment revises paragraph 1(2) of the original 2024 Quality Control Order (QCO), shifting the mandatory compliance date to 24 April 2026. This extension offers industry stakeholders extra time to secure BIS certification, upgrade quality systems, and prepare testing or laboratory capabilities required under the QCO.

Regulatory Background

The original PP QCO was first introduced on 26 February 2024 via S.O. 921(E). Since then, it has undergone repeated extensions through:

• S.O. 3594(E) — 23 August 2024
• S.O. 5553(E) — 24 December 2024
• S.O. 2788(E) — 23 June 2025

The latest 2025 amendment reflects the government’s phased approach to easing compliance pressures in the plastics and petrochemicals sector.

Impact on Industry

Manufacturers and importers now have until April 2026 to fully align with QCO requirements. Once the Order becomes effective, non-certified PP materials used in moulding and extrusion cannot be manufactured, imported, sold, or distributed in India.

The extension allows time for:

• BIS certification processes
• Product testing and validation
• Supply chain and production adjustments
• Compliance planning and readiness

No Change in Technical Standards

The new amendment only extends the implementation date and does not alter technical specifications, definitions, or applicable BIS standards such as IS 10951. All underlying regulatory obligations from the 2024 QCO remain unchanged.
