Thailand’s Ministry of Industry has issued the latest update to its Hazardous Substances List, marking the eighth edition under the Hazardous Substances Act B.E. 2535 (1992). The Notification No. 8, B.E. 2568 (2025) was officially published in the Royal Thai Government Gazette on July 7, 2025, and came into effect the following day, July 8, 2025.

Key Changes in the 2025 Update

1. Substance Removals

• Department of Agriculture (List 1.2):

o Removed natural extracts such as neem, galangal, and citronella used in pest control.

• Food and Drug Administration (List 4.1):

o Citronella oil deleted from the hazardous list.

2. Updated Substance Specifications

• Department of Agriculture:

o Dicofol (List 1.1, No. 155) revised.
o List 1.2 entries (Nos. 5, 10, 11, 12): Now include plant growth regulators and expanded pest control functions.

• Food and Drug Administration:

o Hydrogen peroxide (List 4.1, No. 223) updated.
o Chlorine & chlorine-releasing compounds (List 4.2, No. 22) revised.

• Department of Industrial Works (List 5.1):

o Revisions to cyanide compounds, including:

i. Gold, copper, cadmium, zinc cyanides
ii. Sodium & potassium cyanides
iii. Propionitrile (ethyl cyanide)

3. New Substances Added

• Pentachlorobenzene (List 1.1, No. 253)
• Hexachlorobutadiene (List 1.1, No. 255)

Compliance Deadlines for Businesses

• Type 3 substances:

o Apply for permission within 30 days of the effective date (by August 7, 2025).

• Type 4 substances:

o Comply within 180 days, by January 4, 2026.
