What Happened

The Council of the European Union has officially adopted the Regulation on Circularity Requirements for Vehicle Design and the Management of End-of-Life Vehicles (ELVs) — one of the most significant circular economy reforms in the automotive sector to date. It replaces the existing ELV framework with harmonized rules spanning the full vehicle lifecycle, from design and production through dismantling, recycling, and material recovery.

Key Regulatory Highlights

1. Mandatory Recycled Plastic Content

  • 15% recycled plastic within 6 years of entry into force
  • 25% recycled plastic within 10 years of entry into force
  • At least 20% of recycled plastic must come from closed-loop ELV recycling

2. Strengthened Extended Producer Responsibility (EPR)

  • Free take-back of end-of-life vehicles
  • Financing of collection, treatment, and recycling operations
  • Vehicle design that facilitates reuse, remanufacturing, dismantling, and recycling
  • Support for improved recovery of valuable materials

3. Enhanced End-of-Life Vehicle (ELV) Management

  • ELVs classified as waste must be treated only at Authorized Treatment Facilities (ATFs)
  • ELVs may no longer be exported or marketed as used vehicles
  • Non-roadworthy used vehicles are barred from export outside the EU
  • Stronger documentation and traceability across the recovery chain

4. Future Recycled Material Targets

Within one year of entry into force, the European Commission will assess feasibility of recycled content requirements for:

  • Steel
  • Aluminium
  • Magnesium
  • Critical Raw Materials (CRMs)

Primarily applies to: Passenger cars, Light Commercial Vehicles (LCVs)

Selected ELV provisions also apply to: Heavy-duty vehicles, Motorcycles, Special-purpose vehicles
