China has officially implemented new mandatory national fuel efficiency standards effective January 1, 2026, reinforcing its commitment to energy conservation and low-carbon mobility. The updated measures form part of the country’s broader green development strategy under the 2026–2030 policy framework.

Stricter Limits for Passenger Vehicles

The revised standards introduce tighter fuel consumption limits for passenger vehicles, including traditional internal combustion engine models and hybrids. Compared with previous requirements, the new benchmarks represent a significant reduction in allowable fuel consumption.

For example, automatic transmission passenger vehicles weighing approximately 1.5 tonnes must now meet lower fuel consumption thresholds per 100 kilometers. These stricter caps are designed to drive improvements in vehicle efficiency and accelerate technological innovation within the automotive sector.

In addition, the updated framework strengthens Corporate Average Fuel Consumption (CAFC) targets. By 2030, passenger vehicle manufacturers will be required to meet an ambitious fleet-average fuel consumption target, aligning China’s standards more closely with leading global benchmarks.

New Requirements for Light Commercial Vehicles

For the first time, light commercial vehicles are subject to enhanced corporate average fuel consumption requirements. Fuel consumption limits for these vehicles have been tightened, with manufacturers required to progressively lower fleet averages by 2030.

Gasoline-powered light trucks in the 2-tonne category must comply with stricter per-vehicle consumption ceilings, while overall fleet efficiency requirements will push companies to adopt cleaner and more efficient technologies.
