The existing classification & labeling for this Titanium Dioxide (TiO2) was changed in February 2020. So, the new classification and labeling requirements enter into force from 1st October 2021.

The substance TiO2 must be categorized as a carcinogen if breathe in (Carc. 2, H351 (inhalation) when supplied on its specific or in mixtures, where the substance or mixture contains 1 % or more of TiO2 particles with an aerodynamic diameter ≤of 10 μm.

In addition, the mixtures containing TiO2 must be labeled with the supplemental label element ‘Hazardous respirable dust might be produced when used. So do not breathe dust’ (EUH212). 

Non- categorized solid mixtures should also be labeled with the EUH212 supplemental labeling element if they contain at least 1 % of TiO2, regardless of their form, or particle size.  

Liquid mixtures containing TiO2 do not require (Carc. 2) classification. Nevertheless, if they contain at least 1 % of TiO2 particles with an aerodynamic diameter ≤of 10 μm, then they need to be labeled with the supplemental label element ‘Hazardous respirable droplets might be produced when sprayed. So do not breathe spray or mist’ (EUH211).

This guide was established in collaboration with the German competent authority (BAuA) & the European Commission. Also, they encouraged by the high number of helpdesk questions coming together from industry and authorities.
