Minnesota has officially delayed enforcement of several upcoming chemical restrictions in consumer products, moving the start date from January 1, 2025 to July 1, 2025. The postponement gives manufacturers and retailers more time to comply with safety limits on hazardous substances such as lead, cadmium, and PFAS (per- and polyfluoroalkyl substances).

These restrictions were originally introduced in HF 2310 (Chapter 60), passed in 2023.
Legal Basis for the Postponement
The delay stems from HF 3911 (Chapter 116), an environmental policy bill passed in 2024. Under Section 31, the Minnesota Pollution Control Agency (MPCA) is authorized to extend compliance deadlines for select product categories.
MPCA must also submit a status report to the legislature by January 31, 2025, evaluating implementation progress and the need for further adjustments.
