The UK Health and Safety Executive (HSE) launched a public consultation from 23 June to 18 August 2025 to gather stakeholder views on proposed reforms to the UK’s chemicals regulatory framework. The consultation focuses on key areas including biocides, Classification, Labelling and Packaging (CLP), and Prior Informed Consent (PIC) for hazardous chemical trade.
Goals of the Proposed Reforms
The reforms aim to:
• Streamline regulatory processes for businesses in the chemical sector
• Align UK regulations with international standards
• Reduce compliance costs for industry
• Ensure robust protections for worker, consumer, and environmental safety

HSE sought input from a broad range of participants such as industry experts, environmental organizations, and the public. Contributions could be submitted via:

What Happens Next?
Following the consultation closure on 18 August 2025, HSE is reviewing responses and will:
