The Packaging and Packaging Waste Directive (PPWD) revision has been pushed back even further. According to the most recent College agenda, the second part of the Circular Economy Package, which includes the revision proposal, should be published on November 30, 2022.

On 30 May 22, the European Commission and the consultancy Eunomia conducted a workshop on the revision of PPWD intending to provide the impact assessment and review of the directive.

Here Commission presented the main policy measures that evaluate across all invention areas namely prevention and reuse, recyclability and composability, recycled content, and enabling measures (incl. labeling requirements, Deposit Return Systems, hazardousness, and Green Public Procurement criteria for packaging). The proposal for the revision of PPWD, as mentioned, will be in July the publication of the Commission’s Communication on an EU policy framework on biobased (BBP), biodegradable and compostable plastics (BDCP). This initiative was initially announced in New Circular Economy Action Plan (CEAP 2.0) published in March 2020

In such a situation there is a further delay in the adoption of the PPWD proposal.

Upcoming updates:

July - October 2022: Submission of the revised impact assessment to the Regulatory Scrutiny Board; drafting of the proposal.

30 November 2022: Publication of the European Commission Circular Economy Package II, including a proposal for the revision of the PPWD.
