The Registry of Restriction Intentions Until Outcome, maintained by the European Chemicals Agency (ECHA), is a valuable resource that provides a comprehensive overview of intentions and Annex XV restriction proposals received by ECHA. The registry is crucial in ensuring transparency and accountability in regulating hazardous substances.
What's in the Registry?
The registry encompasses a wide range of essential information, including:
1. The Origins of Proposals: These restriction proposals can originate from a Member State or from ECHA itself, either at the request of the Commission or as an independent initiative. These proposals specifically target substances listed in the Authorisation List.
2. Legal Requirements: Before a Member State prepares a restriction dossier, it is legally required to inform ECHA about its intention. This advance notice plays an important role in enabling stakeholders and interested parties to plan and prepare for their future contributions and comments.
3. Proposal Progress: Interested parties can closely track the progression of a proposal through the restriction process. This journey spans from the initial notification of intention through to the final adoption of opinions by the Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC) ultimately leading to the restriction's adoption by the European Commission.
4. Collaborative Engagement: Contributors are actively encouraged to submit relevant information to the dossier submitters while preparing a restriction proposal and the subsequent consultation phases. This information plays a crucial role in motivating any exemptions to the proposed restriction's scope, especially during the preparatory phase of the dossier.
